Before I begin to talk about hosting plans, I would like to say that my favorite webhost is HostGator. They have the most feature filled, affordable website hosting plan I have yet to come across. What is affordable to someone may not be true with another customer. Personally, I think that an affordable plan is anything under $12-14 dollars a month. Especially with the way things are going today, the amount of "stuff" that comes with hosting plans is plenty for the average user. Only top notch sites and major companies would need to fork out $50+ a month for hosting.

As far as affordability goes, I think that both HostGator and Lunarpages are two of the most reputable webhosts on the internet today. They constantly receive great feedback from all over the web and when I tried hosting my sites with them, it was very easy to setup. Right now, I host my sites with HostGator. I only have one site left with LunarPages and it isn't because they are a poor company, I just took more to HostGator. We all have personal favorites.
